在全球供應鏈持續波動、氣候變遷加速以及糧食安全日益受到重視的當下,如何建立更穩定、更永續、也更貼近市場的食品供應模式,已成為島嶼型經濟體必須正視的課題。台灣每年進口約兩萬噸鮭魚,長期仰賴空運與遠距供應,不僅拉高成本與碳足跡,也讓供應穩定性面臨挑戰。
為了翻轉這個現狀,來自斯堪地那維亞,擁有超過 20 年東南亞跨國專案管理經驗的 Esben Johnsen,看準台灣東海岸得天獨厚的「深層海水」資源,帶著創新的高科技陸上循環水養殖(RAS)技術來到花蓮,發起極具潛力的「Taiwan Salmon」專案。
Taiwan Salmon 將打破傳統台灣鮭魚進口市場,巧妙地運用花蓮深海冷水打造出「從鮭魚養殖場到台北餐桌僅需 5 小時」的極致新鮮優勢,把高碳足跡的進口鮭魚換成低海洋排放的循環養殖經濟模式,為台灣創造嶄新產業鏈。
專訪 Taiwan Salmon Founder & CEO Esben Johnsen,用創新陸上循環水養殖技術,讓台灣人吃到最新鮮的鮭魚
問:是什麼樣的契機,讓您想投入這個項目?Taiwan Salmon 又是一家什麼樣的公司?
Q: What inspired you to get involved in this project? What kind of company is Taiwan Salmon?
答:我過去二十年多次往返新加坡、馬來西亞和泰國,這段經驗讓我感受到像台灣、新加坡這樣的島嶼型市場,對糧食安全和供應鏈穩定特別敏感,加上近幾年全球供應鏈持續受到干擾,讓我不禁開始思考,能否把陸上鮭魚養殖這項新興技術,帶到更靠近市場、也更需要穩定供應的地方。我注意到台灣東海岸擁有很難得的深層冷海水條件,這裡不只適合發展陸上鮭魚養殖,也有機會把市場需求、自然資源和養殖技術真正結合起來。
A: Over the past twenty years, I have traveled frequently between Singapore, Malaysia, and Thailand. Those experiences made me deeply aware that island markets such as Taiwan and Singapore are especially sensitive to food security and supply chain stability. In recent years, as global supply chains have faced repeated disruptions, I began to think seriously about whether this emerging technology of land-based salmon farming could be brought closer to markets that need more stable and secure food supplies.
Later, I noticed that Taiwan’s east coast has a very rare resource: deep cold ocean water. This is not only highly suitable for land-based salmon farming, but also offers the opportunity to truly combine market demand, natural resources, and aquaculture technology in one place.
Taiwan Salmon 就是在這樣的想法下成立的,這是一家以陸上循環水養殖系統為核心的高科技水產公司,目標是在台灣東海岸利用深層冷海水,生產高品質的大西洋鮭魚,我們想做的不只是把鮭魚養出來,而是建立一套更貼近市場、更有效率也更符合永續方向的在地供應模式。這樣的模式能縮短供應鏈、降低碳足跡,也能提升鮮度、品質和供應穩定性,我相信,這不只是回應市場需求,也有機會成為台灣發展高附加價值海洋產業的一個新起點。
Taiwan Salmon was established based on this idea. It is a high-tech aquaculture company built around land-based recirculating aquaculture systems, with the goal of producing premium Atlantic salmon on Taiwan’s east coast using deep cold ocean water. What we want to create is not simply a salmon farm, but a local supply model that is closer to the market, more efficient, and more aligned with sustainability. This model can shorten the supply chain, reduce carbon emissions, and improve freshness, quality, and supply stability. I believe this is not only a response to market demand, but also a potential starting point for Taiwan to develop a high-value-added marine industry.
問:能否請您進一步說明,為什麼選擇台灣東海岸?以及陸上循環養殖有怎麼樣的優勢?
Q: Could you explain further why you chose Taiwan’s east coast? What are the advantages of land-based recirculating aquaculture?
答:鮭魚養殖最關鍵的條件之一,就是穩定與低溫的水源,鮭魚適合在約攝氏 12 度的環境中生長,如果要在較溫暖的地區發展陸上養殖,冷卻系統往往會是很大的挑戰。我在看過東南亞各國環境後,發現台灣的東海岸,擁有少見的深層海水資源,水質穩定、低溫、潔淨,具備發展陸上鮭魚養殖非常難得的天然條件,同時台灣本身也是鮭魚消費市場,對糧食安全、供應穩定與永續發展的重視,也讓這個項目更有落地的基礎。
A: One of the most critical conditions for salmon farming is access to stable, low-temperature water. Salmon grow best at around 12°C. In warmer regions, if there is no natural cold-water source, cooling systems become a major technical and operational challenge.
After studying the conditions across Southeast Asia, I found that Taiwan’s east coast has a rare deep ocean water resource that is stable in quality, naturally cold, and exceptionally clean. These are very unusual natural conditions for developing land-based salmon farming. At the same time, Taiwan itself is already a strong salmon consumer market, and its growing focus on food security, supply stability, and sustainability makes this project especially well-positioned to succeed here.
陸上循環養殖的最大優勢,在於能更穩定地控制養殖環境,和傳統海上養殖相比,它能降低魚隻逃逸、寄生蟲、海蝨、疾病與外部環境變動帶來的風險,也避免排泄物與殘餌直接進入海洋,對環境更友善,魚在穩定環境中成長,品質與存活率也通常更好。再加上台灣在地生產能大幅縮短運輸時間,鮮度、供應效率與供應韌性都會更有優勢,這不只是養殖技術的進步,也是一套更符合未來市場需求的供應模式。
The greatest advantage of land-based recirculating aquaculture is that it allows for much more stable control over the farming environment. Compared with conventional sea-based farming, it can reduce the risks of fish escape, parasites, sea lice, disease, and external environmental fluctuations. It also prevents waste and uneaten feed from being discharged directly into the ocean, making it much more environmentally friendly. Fish raised in a stable environment also tend to have better survival rates and more consistent quality. In addition, local production in Taiwan can significantly shorten transportation time, giving it clear advantages in freshness, supply efficiency, and supply resilience. This is not just a technological improvement in aquaculture; it is also a supply model that is better suited to future market needs.
問:很多人也在做陸上鮭魚養殖,為什麼 Taiwan Salmon 有機會在台灣把這件事做成?
Q: Many people are also developing land-based salmon farming. Why does Taiwan Salmon have a real chance to make it work in Taiwan?
答:我不會說只有我們做得到,但這件事要做成,必須同時具備幾個很關鍵的條件,鮭魚需要穩定、低溫的水環境,很多地方如果沒有天然冷水來源,就得高度依賴機械冷卻,這會大幅增加技術和營運難度。
A: I would not say that only we can do it, but to make this work, several critical conditions must come together at the same time. Salmon require a stable, low-temperature water environment. In many places, without access to natural cold water, operators must rely heavily on mechanical cooling, which significantly increases both technical complexity and operating costs.
對我來說,Taiwan Salmon 的優勢不只是技術,而是我們正好把幾個最重要的條件放在一起了,包括東海岸的天然深層冷海水、台灣每年約兩萬噸的鮭魚市場、在地合作基礎,以及目前已經逐步到位的土地、水資源和專利。這樣的組合並不常見,也讓我們有機會把這個項目真正往商業化推進。
For me, Taiwan Salmon’s advantage is not just about the technology. It is about the fact that we have brought together several of the most important conditions in one place: the east coast’s natural deep cold ocean water, Taiwan’s salmon market of around 20,000 tons per year, a strong foundation for local partnerships, and land, water resources, and patents that are now gradually being secured. This combination is rare, and it gives us a genuine opportunity to move this project toward commercialization.

問:Taiwan Salmon 已經推進到哪個階段?接下來最重要的里程碑是什麼?
Q: What stage has Taiwan Salmon reached so far? What are the most important next milestones?
答:目前「Taiwan Salmon」專案已經完成了前期的基礎準備,包括成功克服設立水產養殖公司的繁瑣行政程序、於今年3月順利取得專利,並且已與花蓮新城地區的私人深層海水開發商簽署協議,確保土地與深層海水資源的使用權。
A: At present, the Taiwan Salmon project has completed its early-stage groundwork. This includes overcoming the complex administrative procedures required to establish an aquaculture company, successfully obtaining a patent in March this year, and signing an agreement with a private deep ocean water developer in Xincheng, Hualien, to secure access to both land and deep ocean water resources.
此外,Taiwan Salmon 的團隊與合作網絡也正逐步成形,現已與多家台灣企業簽署合作協議與意向書,涵蓋生技、量測、AIoT 物聯網及專案管理等領域。隨著技術、資源與在地合作基礎逐步到位,專案已正式進入首輪募資與落地推進階段,目標募集 1,800 萬新台幣起始資金,用於 9 個月內完成養殖廠的建築圖紙設計,並取得建築許可為後續大規模建設打下基礎。
In addition, Taiwan Salmon’s team and partnership network are steadily taking shape. We have already signed cooperation agreements and letters of intent with several Taiwanese companies in fields including biotechnology, measurement systems, AIoT, and project management. With technology, resources, and local collaboration gradually falling into place, the project has officially entered its initial fundraising and implementation phase. Our immediate goal is to raise NT$18 million in startup capital to complete the design drawings for the aquaculture facility and obtain the construction permit within nine months, laying the groundwork for the next phase of large-scale development.
整個專案規模預估達 6,500 萬歐元,目前已有海外資金表達明確興趣,但相較於海外資金,我更希望在初期階段優先引入台灣在地資金,特別是鮭魚進口、流通、冷鏈、食品加工與餐飲供應鏈等上下游企業,共同參與這項兼具糧食安全、永續發展與產業升級潛力的新布局。
The total project size is estimated at EUR 65 million, and we have already received clear interest from overseas investors. However, compared with foreign capital, I would much rather bring in Taiwanese local capital during this early stage—especially from upstream and downstream players in salmon import, distribution, cold chain logistics, food processing, and food service supply chains—so that they can participate together in a new strategic development with strong potential in food security, sustainability, and industrial upgrading.
問:你的商業模式是怎麼樣的呢?您們預計如何獲利?
Q: What is your business model? How do you expect to generate profits?
答:Taiwan Salmon 未來收入主要來自在台灣在地生產高品質鮭魚,切入原本就存在的進口市場,台灣每年約進口 20,000 噸鮭魚,我們初期目標是年產 3,000 噸,約占市場 15%,和進口鮭魚相比,在地生產不只少了長途空運也能省下關稅成本,目前全魚關稅約 10%,切片產品約 24%。
A: Taiwan Salmon’s future revenue will primarily come from producing premium salmon locally in Taiwan and entering an import market that already exists. Taiwan imports around 20,000 tons of salmon every year, and our initial target is an annual production capacity of 3,000 tons, which would represent about 15% of the market.
Compared with imported salmon, local production eliminates long-distance air freight and can also reduce tariff-related costs. At present, import tariffs are around 10% for whole fish and around 24% for filleted products.
另一個差異是時間成本,從挪威進口鮭魚到台灣市場大約需要 5 天,但若在花蓮生產,送到台北只需要 5 小時,這不只影響新鮮度,也直接影響銷售效率。除此之外魚骨、魚皮、內臟與污泥等副產品,也能再轉化為肥料、魚粉或 Omega-3 魚油,成為額外收入來源。
Another key difference is time. Imported salmon from Norway typically takes about five days to reach the Taiwan market, while salmon produced in Hualien could be delivered to Taipei in just five hours. This affects not only freshness, but also sales efficiency. In addition, by-products such as bones, skin, viscera, and sludge can be further processed into fertilizer, fishmeal, or Omega-3 fish oil, creating additional revenue streams.
問:當初為什麼會想申請專利?您認為取得專利對您來說有什麼幫助?
Q: Why did you decide to apply for one in the first place? What kind of help has obtaining a patent given you?
答:對我來說申請專利最重要的原因,是讓我能更安心地分享資訊,陸上鮭魚養殖還是很新的產業,很多經驗都還在累積,推廣過程我希望能更完整地分享這個專案的做法。
A: For me, the most important reason to apply for a patent was to feel more secure when sharing information. Land-based salmon farming is still a very new industry, and a great deal of knowledge is still being accumulated. As I promote this project, I want to be able to share our approach more openly and more completely.
過去我曾有過點子被拿走的經驗,所以這次在專案推動初期,我就先申請了專利,把核心流程和技術保護起來。這樣做除了能提高競爭者進入的門檻,也有助於未來進入募資階段時,讓專利成為支撐公司估值的重要基礎,更完整地反映這個項目的價值。
In the past, I have had experiences where my ideas were taken by others. So this time, at a very early stage of the project, I applied for a patent first in order to protect the core processes and technologies. This not only raises the barrier to entry for competitors, but also helps when entering the fundraising stage, because the patent can become an important foundation supporting the company’s valuation and more fully reflect the value of the project.
問:您怎麼看 Taiwan Salmon 接下來五年的發展?
Q: How do you see Taiwan Salmon developing over the next five years? Where do you most hope to take it?
答:台灣東海岸的深層海水,是一塊還沒被真正開發的鑽石,而 Taiwan Salmon 要做的,不只是養出高品質鮭魚,而是把這項資源轉化成一個能落地、能持續發展的產業。這一步走穩了,Taiwan Salmon 就不只是一家公司,而會是台灣高附加價值海洋產業的起點,也是花蓮新的產業支柱。
A: Taiwan’s deep ocean water on the east coast is a gem that has not yet been truly developed. What Taiwan Salmon wants to do is not simply raise premium salmon, but transform this resource into an industry that can be implemented in practice and sustained over time. If we can establish this first step successfully, Taiwan Salmon will become more than just a company. It could become the starting point of a high-value-added marine industry in Taiwan and a new industrial pillar for Hualien.
更長遠看,這個模式還有 5 到 10 倍的成長空間,在花蓮若能順利建置完成,且商業上站得住腳,下一步就是往更大的區域市場延伸。對我來說,Taiwan Salmon 的價值,不是完成一個專案,而是證明台灣東海岸可以長出一個全新的產業方向。
Looking further ahead, this model has the potential to grow five to ten times larger. If the Hualien operation can be successfully built and proven commercially viable, the next step will be to expand into a broader regional market. For me, the value of Taiwan Salmon does not lie in completing a single project, but in proving that Taiwan’s east coast can give rise to an entirely new industrial direction.
讓台灣東岸深層海水,成為產業的起點
Taiwan Salmon 想做的不只是把鮭魚養出來,而是把台灣東海岸的深層海水資源,轉化成一套能落地、能擴張的產業模式。這不只是高品質鮭魚在地供應的開始,也有機會串起養殖技術、冷鏈物流、食品加工與永續發展,為東海岸帶來新的產業可能。
